This is considered very impolite where I come from, but completely normal in China. If you want to say more, you can also use 请再说一遍 or 请你再说一遍, 'Could you repeat that please?' Is it like this with all Chinese people - not using sorry the way we do in English? As a non native Chinese speaker would they understand what you mean or would it be really the wrong thing to say? Grunt or make other such inflected noises in minor situations, shout and scream that you're going to stick the person concerned on weibo in major ones. To say "哈？"、"啊？" to someone may make him feel unpleasant, but should achieve the same purpose. This mostly confused the language partner, who didn't understand what she was so sorry about. Actually Shelley and Arrow are right, you can use it as 对不起/不好意思，请你再说一遍, but not by itself.
