Scholarship oppurtunities...study options...

I have set my mind on moving to China to study, after visiting there for the first time this year. Firstly, I'm interested in studying the language and then maybe following that up with a humanities masters or such. I already hold a bachelors degree and have some funds, but nothing crazy.

It looks like I'm not going to acquire the CI scholarship I was hoping for and I've missed out on this round of CSC scholarships.

I hold HSK 3 and 4, but I recently close/borderline failed 5 in a snap attempt at it in the hope it would get me the CI scholarship I've been pining after. I surmise I could pass it again after a few months, but thats not going to help application deadlines for September/October is it. My spoken ability is a little meh, and I'm really aiming for the immersive learning curve to pick that up.

So a few questions;

Are there any scholarships presently open? (I had a quick scout promise!) Are these, or any, linked to January start programmes that anyone knows of?

If not, which is the better option, 1) obtain HSK 5 in my country and apply for CSC next year, or 2) working towards the same, albeit in China.

I'm looking on SICAS, I'd prefer Beijing, not interested in a well-known institution, but I straight-up want to know how do I know if the place is any good? Obtain value for money? 30 Student to a class etc...

Check the list for various municipal/local government scholarships. You may be able to unearth something. For instance, they may (not) have late deadlines. The Beijing Municipal Government Scholarship may not net you a full ride for language studies, but it could deal you a cool 10,000 RMB to soften the blow of shelling out one's own shekels.

Cheers Chris you're a star, I looked at these, but obviously didn't fully comprehend their significance.

This might sound like a stupid question, but which comes first; the scholarship application or the application to one of the listed institutions? Can I apply for the scholarship without at first having an offer?
