Looks like a jazz band in the back.

Super dumb question: Is the character before 美术馆 “泡 pao4”? I looked it up in the dictionary and one of the definitions was "dawdle". I think "hanging out" is a much better term.

It was a band at the back for sure. Not sure if they were playing jazz,though.

PS - Yes I agree "hanging out" is a better term.
