This one is fun. I feel like a citizen on patrol.

My guesses:

1. 电动车 vs. 小客车. I'm not sure I know what these are. Is it an electric bike and a van?

2. Whoever was riding the 电动车.

3. The traffic accident branch of the civil police

Despite the title of thread, I had to look up 目击. Not too proud of my deductive reasoning skills at the moment.
