I hate to tell you, but your question is wrong. 


Unless it's in small print where my old eyes can't spot it, there's no room number given - that's the name of an IP telephony service. Two locations are given, but in terms of points of the compass and campus landmarks.

The name of the place is the "17909长话吧“ because it provides 17909 services? That makes sense. It seemed to read "地下室17909“ to my old eyes, but I suppose 17909 is a calling prefix and the name of a telephony service I should have known but didn''t. I'll change the question. I'm obviously no better at writing tests than taking them.
