Yes (I don't know which kind of jade it is actually...). 瑶 is much used for first names. Have you ever heard of QiongYao 琼瑶, an equivalent of Barbara Cartland? This is because, the Chinese considered non-Chinese to not be worthy enough. Therefore, Mien people being from Tibet, Miens' were given the name Yao.
