Basically "跟" means "with", "对"means "to", ( "speak to sb" or "speak with sb." ) 2. Use 给for 我给他打电话, 我给他买了一本书. 给is for recipient or beneficiary, someone who "receives". In the first sentence, 参加这次马拉松比赛 is a predicate, which modifies a noun through the 的 particle. Therefore, the modified noun, i.e. 运动员 becomes the topic of the sentence. However, in the second sentence, 这次马拉松比赛参加 makes no sense, and is obviously not a predicate, so only the verb, 参加, can modify 运动员. So 参加的运动员不少 becomes a comment on the topic, 这次马拉松比赛.
