Teo chew and Taiwanese belong to the Minnan (southern Fujian/Hokkein)dialect group, so yes Teo Chew and Taiwanese sound similar but not exactlythe same. The "motherland" is the ChouShan (pronounced as "Teo-Sua" in Teochew language) region in Southeast Guangdong Province of China; where the Teochews reside in 8 counties; the largest being Shantou (pronounced as "Swatow" in Teochew language) and Chaozhou (pronounced as "Teochew" in Teochew language) [Just to confuse: "Teochew" is the label for a place as well as the language, and people !!! ] Teochews are also numerous in various parts of Southeast Asia; notably Thailand, Vietnam, Malaysia, and Singapore.
