There are quite a few Russians here in Harbin, many of which are foreign teachers. If one had the choice of either studying in China or in Russia, the best option would be to go to Russia and get the immersion experience. Harbin is a great place to study Mandarin, and is renown for having a very standard accent. I'd probably also recommend Harbin for studying Russian.
