I don't think anyone who's learned 文明, would additionally add a confusion by saying 明了 = "ming liao" = to be clear about something. 明 is here a part of 文明, and not 明了, so there should be no confusion whatsoever. If the person used ming liao then this person isn't really clear what they're saying! It would then turn out to be somewhat of a hyper-correction. pat. pat. Hope you weren't going to pat, pat yourself on the "pat pat" [Cantonese: body part]!!!
