I took this picture at a money exchange shop on Via del Corso in Rome last week. It was so wrong and so conspicuous that I found it amusing.

I have also sent it to signese.com. If the posting is successful it will appear on http://www.signese.com/.

Is it?

I think in such context it should be 兌換 in Chinese or 両替 in Japanese. No?

I think Guoke is correct: it's intended to be Japanese but 変更 was a wrong choice of word. It should be, as skylee said, 両替.
