May I know how about 忻洛 translate to Hokkien name?

In peh-oe-ji, it would be Him-lo̍k. This would rhyme with the other name.

can anyone help me to translate, these 林美娟, 妹睊 , to Hokkien Dialect name?

林美娟 Lîm Bí-koan (this feels like the most mainstream name of the three)

林妹睊 Lîm Bōe-koàn / Lîm Mūi-koàn (depending on the variety of Hokkien that you speak)

林妹娟 Lîm Bōe-koan / Lîm Mūi-koan (depending on the variety of Hokkien that you speak)

Hō is what the Taiwanese MOEDict gives for the character 浩, which has been pronounced the same as 晧 since at least Early Middle Chinese.
