It didn't look like Chinese to me at all at first sight. But after staring for about 10 second I think it kind of looks like a very badly written 辰.

It does look like a highly stylised Chinese character but as for the meaning, who cares? Just invent any story to suit the ocasion

"Highly stylised" is one way to put it. Tattooed by someone who didn't know how to write Chinese and ended up getting the strokes all wrong is another.
