She's getting the message 系统繁忙 (system is busy) whenever she tries. Now the local Confucius institute is advising her to create a new account, but of course she doesn't want to lose all her previous information (she has already taken part in several HSK exams). She tried to register on several different computers en in several browsers (at least Firefox and IE), but still the message appears. I get the same message when I use her credentials.
