Starting a newsletter

I'm a teacher who would like to expand a private tutoring business to a legal entity, part of thismight entail the starting of a small ESL publication, but really a newsletter for foreigners who want to know something about where they live, for newbies and old hands alike who just want something local to read.

Anyone know if this is possible, will it cause trouble with the authorities, how can I persue this without upsetting any of the local authorities. I hope someone can offer some light on this for me...

I am not sure exactly what you have in mind, but I know that some newspapers in China have an English section or publish an English weekly. Have a look at the content of those to get an idea of what sort of stuff you could include. I think basically if you stick to lifestyle, travel, entertainment and similar topics and avoid anything too serious there simply wouldn't be any problems.

There maybe other issues to deal with in terms of distribution and so on. Maybe approaching some local influential people and getting their endorsement or writing an article about them might be sufficient. Perhaps someone in China with more experience of this may have a better answer.

Thanks for your insights. It's helpful to get other people's opinions and hear some suggestions on what to include. If any others have anything to offer it would be greatly appreciated.
