EU passport holders applying in different EU countries

As a general rule for any Dutch person visiting China, I recommend to apply for your visa either in Belgium or Germany,as the Chinese embassy in the Netherlands is a pain to deal with - I have no idea why, but I advise anyone to stay away from them if possible at all (it is almost as bad as London and just slightly better than Kopenhagen).

So holders of EU country A can apply for Chinese visas in EU country B, as a general rule?

& what about countries with special residence relationships eg UK-Ireland*? Can Irish passport holders apply in the UK (& vice versa?

*Probably there are more countries with bilateral relationships like this, even in the EU:

General rule, you can apply for chinese ( or any country's) visa from your home country or any third country ..Another rule, your visa application can be denied anytime without any explanation of the embassy ..
