Regardless of whether or not it is legitimate, if you read the actual certificates, they have all expired (by 5-10 years) and are no longer valid (this is there in both English and Chinese).

Also, they're not even business licenses, they're 'certificate of good manufacturing practices'. 

 

Regardless, legitimate businesses scam people sometimes, just like illegitimate businesses can be perfectly honest. If you tell us what the actual deal is maybe we can comment on how dubious it sounds.
