I would assume that most places have your documents already and everything is set. I guess you can try sending mail to them but it may not work. The university makes waiting list candidates may be the university doesn't know how many quotas at the university so that the university did it. Ex: the list candidates: 1 until 35 candidates, the waiting list candidates: 1 until 10 candidates. If the university has 45 quotas, it means the waiting list candidates also get the scholarship. If it is just 40 quotas, it means only 5 waiting list candidates get the scholarships n the others do not get it.
