It's used for subtitling and takes a while to become familiar with it - I haven't yet, have to learn everything anew every time, as I only use it occasionally. You can't alter the video playing speed but you can play around with timing and deal with small sections at a time. The Manual in their website is very helpful. http://www.aegisub.org/ There used to be several free subtitle editors around, but most probably stopped working with Windows 10.
