Social media topic: Soft approach when handling criminals w. children

My tutor recently picked this "hot" topic to cover in a lesson: Using a soft approach for criminals in certain circumstances.
 
A lady had been arrested for theft. During the arrest the police took into account her 11 year old daughter being by her side. They used small tricks so the child would not understand what was going on. As the suspect did not have any relatives nearby the police also provided especially trained female police staff to take care of the daughter. The article discusses that it is important that the law takes into account such scenarios which allows the police to use a soft approach if necessary.
The text is short and suitable for intermediate level. 
Do we do this in the "western world"?
How should a criminal be rehabilitated?
What should happen to his children?

"柔捕“ not a real word but here used to convey a soft approach in an arrest.
小动作  Trick used when you are disguising something you don't want another person to see
人性化 Humane (as for approach, or way)

惩戒 Reprimand, discipline
 。。。的延伸 An extension of (for example belief)
未成年 underage children
蒙上阴影 cast a shadow on (also overshadow)
不可避免 Inevitable
改造 rehabilitate,reform (here used of criminal, but can be used as "form" of "model")

I wish these articles would give just a tiny bit more context, but it certainly is a somewhat heart-warming story I guess, that there is some semblance of 人道關懷 involved in law enforcement.

 

A note about (執法的)應有之義, I think this 義 should be understood as 正義/義理.

良性循环 Virtuous circle (as opposed to 恶性循环)
