Not seen anything like it, looks a bit like the Qing dragon flag but with the flaming pearl shown separately.perhaps a military lapel badge. The characters on the reverse look like two slightly worn 恩s https://en.wiktionary.org/wiki/恩

im gonna go for 團 as a 陰刻 form. But again, its a 'look like' suggestion

Characters looks like 恩 to me.  No idea what the actual thing is though.

If it is a military lapel badge then i would opt for 團 as one meaning this character has is regiment.
