If calling from inside China, omit the first part. If the department you reach is not what you are looking for, ask and they will re-direct your call. Here is their public affairs website: ynshcebgs@163.com. The main thrust of it is to explain and promote the current 扫黑 cleanup campaign, but it contains plenty of general news and information. You will need to be able to speak and read Chinese to use these resources.
