Is it /ʊ/ which has the same vowel sound as “took” or is it /ɛ/ which has the same vowel sound as “tech”? (If geographical location is important, the location is Wuxi, Jiangsu.) I have a terminal case of being tone-challenged. (What a pity...) But yes, we must always remind ourselves that the job is not done until the "Chinese-tone taxman" has been paid.
