Click Word Translation that Works on a PDF?

The Chinese app mentioned here in the forums works great and the Zhongwen extension works great on webpages.  My question is,  does anybody know of a similar extension that would work for clicking on words in a PDF file for other languages such as German to English in Windows 10?   I've tried several extensions that work great on webpages, but haven't discovered how to do this with a PDF.

The trouble with PDFs is they are usually non editable as they are more like an image than a word document.


The easiest way is to convert the PDF to a Word or similar document and then you should be able to use a translation app/program.
