The server company has some sort of firewall blocking incoming connections on port 80, frustrating any efforts at access. Working to get this removed and figure out where it came from. The server appears to shut itself down (not cleanly) regularly. I'm unsure at present if the problem lies with the actual equipment, with server load, or with the hosting arrangement, but am looking into things.
