How do you translate "睡不着起不来"?

Hi, I just recently come across a circular phrase "睡不着起不来" (it was on a picture in a circular way). What would be the closest translation? How close "I can't sleep I can't wake up" translation is?

I think it is a shortened version of 晚上睡不着,早上起不来, which refers to when you can't sleep at night, and then because of this you are so tired in the morning that you can't get up. I guess then it would translate as "can't sleep at night and can't get up in the morning".

Just thought of something: are the 不s 轻声的,or no?
