Do you know any foreigners that were fined (for working illegally etc.) in China? And if so, has it affected their future visa application?

Last year I was fined 5000 yuan for working at an address that didn't match the one on my work permit (my boss forged my signature/I was naive). Now , applying for a new job, my visa is rejected in Changzhou. Does anyone know any foreigners that were fined before and were they able to get a work visa after that or not? I want to try apply in other cities but I don't know how many cities will reject me.

maybe better off trying in a third tier city such as Baotou, where you might find a school that has guanxi with the local police
