It's a comment to a family photo at Jingshan Park, with Beijing on the background completely white because it is snowing. I don't understand if 该 should be translated as 应该 (but shouldn't it be put before the verb 是 ?) or as 这 (and the refers to the eyes, "these eyes“). As for 此, I think it refers to the photo, 此图片.
