Help with some lines from 韩愈's 郓州溪堂诗

Bit beyond me but was intrigued (enjoy Han Yu) so read a bit about the context and it looks like it might be commenting on the locale where the poetic action takes place/the hall mentioned was constructed: 帝奠九廛 being the Yellow Emperor delimiting the Nine Prefectures, 有叶有年 not sure at all but following on previous, something about setting the seasons and times, 有荒不条 something about it being uncultivated wasteland (apparently Han Yu was bemoaning the poverty of this place his mentor was being sent to govern) then 河岱之间 between the Yellow River 河 and Taishan 岱, which does seem about right for the location in question.

All a pretty ill informed guess and likely wildly out, hope someone who knows this stuff comes along.

Apparently there's a translation of all of Han Yu's poetry into German by the famously irascible Sinologist Erwin von Zach (Sinological Profiles | Erwin von Zach (wsproject.org)): Han Yü's Poetische Werke. Übersetzt von Erwin von Zach, 1872–1942. Edited with an introduction by James Robert Hightower. Harvard-Yenching Institute Studies, VII. Cambridge: Harvard University Press, 1952. 

Not been able to access the full text but apparently although von Zach wasn't much of a stylist he was painstaking and intended his translations to serve as a crib for others so might be worth seeking out.
