sui2di4 is usually used in a derogatory term. for example "sui2di4tu3tan2"（随地吐痰）, meanwhile dao4chu4 is a neutral word. for example you can say both "dao4 chu4 dou1 shi4 la1 ji1" (到处都是垃圾）and "dao4 chu4 dou1 shi4 xian1 hua1" (到处都是鲜花）.

 

In addition, sui2di4 is typically used only for describing some action/behavior conducted by human beings or animals, whereas dao4chu4 can be used for things other than human beings or animals.
