Apartment in Harbin Problems

I have a couple of questions about Haerbin:

I was thinking of studying Chinese there as I'm told their accent is very good, plus there are a lack of Westerners there to talk to (unlike Beijing). I already have intermediate Mandarin skills from studying in Taiwan. I studied at a very good private school where I paid about $400US for 3 months (2 hours a day M-F)

I do not have $10,000 to pay for a semester. Do they have any schools that are more reasonable price-wise? I don't care about the school's 'prestige' or about getting university credits--I just want to learn from qualified teachers.

Also, I was taught traditional characters in Taiwan. I don't know much about simplified, but I'm sure it would be easy to make the switch. The thing is, I don't want to have to start all the way at the beginning because I lack knowledge of simplified characters. What are your thoughts on this?
