I was in a bus the other day when 大山 came on. The entire bus turned its head towards the LCD TV and their eyes were just glued to the screen. As far as fluency goes, I suppose there are many levels. For me, fluent means someone who is very comfortable speaking the language, and who would be able to express themselves if asked a question.
