Can anyone help me with Japanese translation?

I'm translating my marriage certificate from Japanese to English .Even though my wife is Japanese , my Japanese is almost zero. Luckily it's all Kanji (except my name) so it's fairly easy.

I got stuck at the title of the guy who signed it which looks like this (I'm writing in Fantizi but its almost the same in Japanese):

日本國政府戶籍事務官掌者

How would you translate that?

To me the most difficult part is 官掌者 ,is that an 'official' or what?

I know this isn't excatly the right place but I dont know any Japanese forums and well, it's all kanji anyway...

Any help would be appriciated..

The main idea of this phrase looks like this -> Japanese governmental household register official. Sorry, I also have no idea of the meaning of “掌者” in this phrase.

日本國政府: Japanese government

戶籍: household register

事務官: official

掌者: ?

I wondered why there were only 4 or 5 entries if you google 官掌者. (See here).

Does the certificate actually say 管掌者?

There are many more results for 管掌者 than 官掌者see here.

I agree that it means "manager" but I am wondering if the two forms of the character now carry a slightly different meaning? Because if you enter かんしょう then the IME gives you 管掌, but かん on its own gives you .

EDIT: doh! now I realize that they are not different forms, but actually different characters.

Of course, because 管理 and are different in Chinese also, and are also homophones in Chinese.

Firstly, if indeed the character is 官, it is whithout doubt a misprint for 管.

Secondly, getting back to the original question, this person is known as the "Registrar of Births, Deaths and Marriages" in commonwealth countries - not sure what the U.S. term is though...

You could try something like:

Registrar

Japan National Family Registry Office
