I studied at 新疆师范大学 on Spring 2015 and can try answer your questions about it.

I have nothing to compare with, so I can't say anything about quality. I would say only about several things those can be important for you:

1. If you're Russian-speaking - you'd better find something else. More than 80% of foreign students are Russian-speakers, so it'll be too hard to learn and practice Chinese in efficient way. If you're not Russian-speaking person, you'll find it very attractive, because you will hardly find a lot of opportunities to converse on your native lang ;)

2. I booked a Single room in advance (I used a CUCAS service to get into this uni) and I saw a lot of students who can't get a single room. So, if you prefer to live alone, be aware.

3. All international students live and learn in one 14-floors building on campus right in the center of the city.

 

Overall, it's a good place to live with a wide range of awesome dishes you can find around campus. You'll definitely enjoy the city from this side.
