I guess, like in many countries, ignorance of the law is no defense! On a bodybuilding website that I've been a member for years I see many people order PH's from China. So they are exporting them but who knows how it's regulated if at all. And the legality of it is a whole different ballpark. When I went to China with my wife she brought tons of medicine since she is a over packer and only problem we had was with a portable cell phone charger.
