This looks like a good candidate: http://www.101domain.com/ The registration is like any other, as far as I can tell, except when you type the name in Chinese it gets translated from Unicode to "punycode", an ASCII representation. This is also implemented in browsers, so you can just type in the address bar and get it looked up properly.
