I thought this was going to be one of those striking posters with the big red check mark at the bottom.

 

Is the meaning the same as 拆 when written large on a building?

"因郑州黄河路西延工程及地铁施工需要，嵩山北路300号院居民去年3月被告知，小区连在一起的A、B、C、D四栋楼将全部被征收拆迁，随后这些楼栋都被打上了红色的'征'字."

Maybe they're worried about the negative connotations of 拆.  I guess "Requisitioned" sounds better than "Awaiting Demolition".

 

But the one in the photograph looks a little 'arty'.  In my experience they'd just write in spray paint.  And then build a wall around it.
