Electronic Motor Scooters

As I am going to be living in China next year I was thinking of buying an electronic scooter (that are fairly common on the road) over there.

a) What kind of price range an I looking at?

B) How do you recharge them?

c) Do you need a license?

A friend of mine paid about 3000 RMB for his first scooter which didn't have much go. It was stolen and he bought another which was also 3000 RMB and it went quite quick, he said around 70kph. It was also stolen.

These weren't the bikes with the moters though, they were actual scooters.

Not sure about price range.

You recharge them by plugging into a power socket! By the number of people I see pushing them home, it seems many people haven't worked this out yet.

You don't need a licence, but life insurance is advisable. According to the traffic department here, one third of all accidents involve electric scooters.
