My inclination is to say that for a number of reasons - lesser numbers of 'free-floating' foreigners needing visa agents in smaller cities, and the lack of channels (ie thatsbj.com in Beijing) to bring customers and providers together - they don't really exist. If you are inside mainland China, it's difficult to get a long visa extension in Lhasa. But you can still extend your visa through a travel agency in Beijing or Shanghai. It means that you have to send your passport (by EMS, around Y26 one way trip) to Beijing. They can give you another extension of 6 months, price is as follows: F visa extending 6 month 1 entries price 960 RMB 6 month 2 entries price 1100 RMB 6 month multiple entries 1400 RMB I'm not quite sure about the price for L visa, but it should be quite the same.
