I looked and couldn't find it in the dictionary either. It is part of the word 窗帘 and just means curtain by it self as well meaning "flag as shop sign" or "curtain". Sorry! And if so, what sort of things/phenomena does it, as it were, measure? It's usually seen in the combination 一帘幽梦 (roughly translated as: a curtain of long dream). Here the curtain refers to an enclosure with a curtain and 一帘幽梦 means that whatever happens within the enclosure is like a long dream.
