Worst case scenario you may perhaps contact the main center in China? Either way, bad administration does not necessarily detract from the value of your certificate, which I am sure you got. I got a response it might come a bit later, and they named a specific date in august. It arrived exactly on the mentioned date: I got HSK 5, that is to say Elementary A ^_^. My advice is to contact the place where you took the test. It's summer, someone is bound to have vacation somewhere down the line. It'll come, you probably have to wait a bit longer.
