The whole passage is talking politics between China and Taiwan. I've tried googling, but no luck really. What does it mean? 314 China? 316 Taiwan? Don't get it... (not sure if they are typos, or intentional mistakes to get around censorship) Translation - "Including the implementation of anti-sesseion law in China with effect from 14 March, the anti-anti-secession law "Million People" demonstration in Taiwan on 16 March, ......"
