For example, BJ to Dalian return fare is now only 500 RMB (not inclusive of airport taxes/fees, however). I believe this is around a 50-60% discount of the regular fare. The regular price, as well as the most permissible discount, are controlled by the government, and can go down to 20% of the original price for some flights, I think.
