海: sea(s)

納: to contain, to accept

百: hundred

川: river(s)

有: to have

容: volume

乃: to be

大: big

by puting them together, we get the literal meaning:

The sea accepts (water from) hundreds of rivers, it is big because of its huge volume.

This saying is used to advise people to be tolerent.
