Translation of Proverbs

"Make happy those who are near, and those who are far will come"

"近者悅, 遠者來" said by Confucius when he was asked by 子高 (葉公), the nobleman of Chu State how to make a policy.

"With strength to lift mountains and spirit to take on the World"

"愚公移山"

It doesn't match your proverb exactly, but the meaning is close.

It's a legendary story about an old man who attempted to "remove" the mountain. Everyone laughed at him, but his determination moved the heart of the God and the mountain was lifted.
