If you omit 一所 you run the risk of saying something like 'I'm at the western US's university' - ie implying that there's only one.

要 can also be used for the future - 我要回 I'm going to go back . . .

What about "wo xian zai zai mei guo da xue" or "wo xian zai zai yi suo mei guo da xue" -- are either one of those acceptable sentences?

Neither of those sounds right. The first one sounds like your going to "America University", where the "America" is part of the name.

In the second sentence, I'd say "Wo xianzai zai yi suo meiguo de daxue". To turn "America" to "American".

美国的大学 and 美国大学 means same in chinese, sometime "的“ may be omitted in chinese.
