I believe people around Wenhua Xiang Wenlin Street could give you some hints on this. If you need a variety of choices, why don't you try taobao.com? Taobao has banned the sales of tabacoo on the table, but all shops that sell relevant product also offer tobacco privately. I've smoked rollies recently and all tobacco and papers are bought there.
