Don't move or Don't touch!

I can't remember exactly how the simplified character looks (I only know the traditional), but to say "Don't touch!" I've always said Bie(2) dong(4). For example, bie dong wo de dongxi. However, I was at a picnic here in the states and was told Bie(2) dong(4) when a growling dog got too close. I took it as "don't move", but didn't get a chance to ask if that was what it meant. The dog had me a little distracted. Can it mean both?
