i think it is the equivalent of the English adverb "will" in both of your sentences.

the second sentence could be translated as "the number of people aged 65 and above will reach 300million". It tends to imply "soon" so you could insert "soon" before "reach"

it seems to be that there's an error in the first sentence - the use of 使 seems problematic, though i might be wrong. however, the meaning seems to be "the continuing increase in population in China will within 50 years cause employment problems".

this use of 将 is fairly formal and is rarely used in spoken Chinese.

It can also mean the same as 把 in a formal context, as featured in 王菲's song 当时的月亮.

And finally, it also means General (as in the rank in the army), as in the compund word 将军

Yeah, I've always found it to be a pretty simple 'will'

I didn't have a problem with the first sentence, just interpreted it as

The continuing increase in population will cause employment problems over the next 50 years.
