Is it an idiom?

No, it's taken from a popular folk song "Xiao Yan Zi" about a swallow that takes a liking to a factory in China. Every kid (and grown-up) in China can sing it:

"Xiao yan zi, chuan hua yi, ..." If you say those six words they'll be eager to help finish the song for you.

Little Swallow, wearing a floral qipao, comes here every spring.

I asked Miss Swallow why the heck she comes here and she said:

"The spring here is most beautiful."

Little Swallow, let me tell you something: this year is going to be even more beautiful because we built a big factory and added new machinery!

You are welcome to move your nest onto that giant smokestack!
